FRAEC Strengthens Communities

Grassroots, people-to-people contact is essential for a solid relationship with Russia. By bringing people together through exchanges and supporting organizational relationships, we foster and encourage direct dialogue and partnerships between Russians, Americans and the international community.

These initiatives have a direct impact on NGO development, local governance, health, education, and many other essential sectors in regions across Russia. We are the convener—bringing together people and resources to build stronger communities in both countries.

The US RFE Municipal Partnership Program promotes local self-governance in the Russian Far East (RFE) to make local government more responsive to the needs and priorities of citizens. By supporting training programs, continuing education opportunities, and joint municipal partnership projects between cities in the states of Washington and Alaska and the RFE, the program supports development and dissemination of proven social and economic development strategies and improves public administration skills among government administrators in the RFE.

Through Training & Exchanges, FRAEC has…

• Improved local governance, business development services, public health delivery, education and NGO development in regions across Russia through hands-on training and capacity building of Russian professionals

• Hosted more than 600 Russian citizens in the U.S., giving thousands of Americans the opportunity to learn first-hand about Russia

• Spearheaded an innovative tolerance program in the Russian Far East, resulting in groups of Russian trainers that teach tolerance, conflict resolution and community leadership in their region.

• Trained more than 150 Russian law enforcement officers on community-oriented policing, resulting in improved police training curricula on Sakhalin Island.
